GENERAL PURPOSE
Under general supervision, performs a variety of responsible confidential, technical and administrative duties in support of the San Diego Unified Port District's (District) human resource management programs; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Human Resources Technician is a paraprofessional confidential, technical and administrative support class in the District's human resource management job family. Incumbents perform assignments of varied technical difficulty in the following areas: recruitment, testing and selection, benefits administration, leaves of absence, employee training and orientation and support of other human resource program areas. In addition perform a variety of record keeping, administrative and technical support activities. Incumbents are expected to perform job assignments with occasional instruction or assistance as new or unusual situations arise and are aware of District policies, operating procedures and human resource practices learned through experience.

Human Resources Technician is distinguished from Human Resources Analyst in that incumbents in the latter class independently perform a variety of complex and professional assignments requiring the use of management and human resource theory and principles gained through professional education and experience.

Essential Duties and Responsibilities

The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

1. Administers and maintains the District's human resources information system component, updates and ensures accuracy of date, participates in system changes and implementation; creates, debugs and runs tables, queries and custom reports; tracks all District employee performance evaluations and salary reviews, including record keeping and sending notices and memoranda to departments; processes all payroll change notices; provides employee and application for employment verifications for requests from outside agencies; responds to all Employment Development Department requests for unemployment insurance and employee statistics; provides labor statistics to the state; assists staff with system and computer problems; administers and maintains the District's badging system; maintains the employment section on the District's website and the human resources intranet page.

2. Answers employee and retiree questions regarding benefit plan options and requirements; processes benefit enrollment forms and sets up employee deductions; processes benefit paperwork to add, delete or change insurance coverage for employees; works with employees and carriers to resolve employee claims disputes; audits bills and invoices for accuracy and processes them for payment; assists staff at District benefit-related functions, including health fairs and orientations; assists with benefits-related projects such as open enrollment and the renewal process; tracks, schedules and maintains records on District-required physicals. Assists in administering employee disability and FLMA leave; assists in COBRA administration..

3. Responsible for some phases of recruitments as assigned. Participates in the recruitment, testing, and selection of employees, drafting job announcements, advertisements and other recruitment materials, screening applicant qualifications, arranges interview panels, answering applicant and candidate questions regarding District employment and generating notices and correspondence to applicants and candidates; administers and processes examinations, responds to job applicants and employees on matters related to the results of examinations and selection processes; provides assistance to departments on hiring and recruiting matters. May draft employment offer letters.

4. Administers employee recognition programs.

5. May attend labor management meetings with management staff in order to provide information as requested and/or for note taking activities.

6. May perform payroll related duties, including serving as "back-up" for processing payroll, receiving and reviewing payroll records to ensure compliance with District policies, procedures and regulations; enters payroll into system as assigned; processes, calculates, and posts a variety of payroll actions, prepare, balance and correct payroll reports. Under direction, prepares payroll reports including tax deposit, quarterly reports, and W-2's; balances and prepares payroll taxes for State and Federal quarterly and annual returns.

7. Participates in performing personnel records management, payroll and training administration functions for the Harbor Police department; maintains and ensures the integrity of personnel and background files for all current and former employees to ensure compliance with POST and other legal requirements; reviews and processes personnel and payroll forms, including educational incentive pay requests; enters and maintains data in POST on-line database; administers Harbor Police grants, including preparing reimbursement requests and maintaining all required files and documentation for annual audit.

8. Prepares responses to salary surveys and assists in preparing and conducting District surveys; compiles and generates reports of survey data; with guidance, provides classification, compensation and benefits information to other organizations.

9. Facilitates human resources-related training and assists other departments in facilitating in-house training department staff.

10. Performs research projects of limited scope; compiles results and drafts reports and recommendations; generates and compiles statistical reports.

11. Organizes, develops and assembles documents, handouts, manuals and other materials for distribution at meetings, presentations and other events; coordinates, assists with and represents the department and District at employee events, including job fairs, meetings and conferences.

12. Receives and screens visitors and telephone calls, providing information and handling issues that may require sensitivity and the use of sound independent judgment; conducts research, responds to requests for information and complaints from the public, refers the request or complaint to appropriate staff and/or takes or recommends action to resolve the issue; greets and directs visitors; reviews, determines the priority and routes incoming correspondence.

13. Assists professional human resource staff in gathering and verifying data and maintaining records and files on programs and plans.

14. Explains District policies and procedures to employees, applicants and the public; responds to letters and phone calls regarding general human resource policies, procedures and regulations; assists with forms completion and answers questions.

15. Maintains confidential personnel records and specialized human resource files.

OTHER DUTIES
1. Incumbents in this classification may be assigned the following SAP duties and responsibilities: interface with other module process owners to coordinate configuration and business process changes to SAP; configure, test and document changes to SAP; train and assist new SAP users including creating training material; translate business requirements to SAP functional requirements; troubleshoot problems within respective module and with integrated module.

2. Creates, updates and maintains human resources process manuals.

3. May plan and coordinate the Summer Student Worker and Intern Programs; coordinates summer student worker and intern recruitment; prepares outreach advertising and mailings; screens resumes and schedules interviews; facilitates orientation sessions; arranges end-of-summer luncheon.

4. Administers the District's tuition reimbursement plan; processes requests for participation and payment following course completion.

5. Participates in administering employee recognition programs.

6. May serve on District-wide committees.

7. Assists with office and administrative support to prepare presentations, schedules, certificates, charts and other documents; responding to staff, customers, applicants and the public on a variety of questions; and backing up other department office and administrative staff when required.

8. Sets up new employee files; processes a wide variety of employment forms and documents; processes EDD report of new employees; updates register of eligibles; updates and maintains personnel files; processes photo identification cards, verifies employment.

9. Prepares and updates eligibility lists; notifies applicants of eligibility; checks references; sets up interview appointments.

10. Incumbents in this classification may be assigned the following Customer Relations Management (CRM) call attendant duties and responsibilities; receive complaints, inquiries and service requests from the public; elicit information from callers and document and evaluate complaints; input customer complaint, inquiries and service request information into the CRM system; receive workflow generated from CRM requiring possible action, research, distribution to appropriate department staff member, or further customer contact.

11. Performs special projects as assigned.

Qualifications

Knowledge of:

1. Practices and techniques in conducting recruitment, testing and selection programs.
2. Basic methods and practices of public personnel administration and federal, state and local laws and regulations applicable to areas of assigned responsibility.
3. Basic procedures in administering District benefit programs, provisions and options.
4. Basic research methods and data analysis techniques.
5. Principles and practices of sound business communication.
6. Standard business software, including word processing, spreadsheets and graphics.
7. Operations and requirements of the District payroll system and payroll terminology.
8. Record keeping and filing practices and procedures and associated legal requirements governing access and maintenance of confidentiality.
9. District Personnel Rules and Regulations, policies, procedures and labor contract provisions.
10. Benefit plans, including medical, dental, life, leaves of absence, COBRA, deferred compensation, and retirement.

Ability to:

1. Organize, set priorities and exercise sound independent judgment within areas of assigned responsibility.
2. Interpret, apply, explain and reach sound decisions in accordance with District and department policies, procedures and labor contract provisions.
3. Represent the department effectively in meetings.
4. Understand and follow written and oral instructions.
5. Communicate effectively orally and in writing when preparing reports, correspondence and other written materials.
6. Organize and maintain specialized files.
7. Exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel issues and employee situations.
8. Establish and maintain effective working relationships with managers, supervisors, representatives of other departments and governmental agencies, applicants, the public and others encountered in the course of the work.

MINIMUM REQUIREMENTS
Education, Training and Experience:
Graduation from high school or G.E.D. equivalent; and three years of increasingly responsible administrative experience, or graduation from a college or university with a major in public or business administration, human resource management, psychology or a related field and one year of increasingly responsible administrative experience. Time served as a District Intern will count towards the years of experience.

Licenses; Certificates; Special Requirements:
A current, valid California Class C driver license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.

If assigned to perform work at any of the District's Harbor Police facilities you must be able to pass a background investigation.
