TITLE: Eligibility Specialist
DEPARTMENT: MAOF Early Care and Education Program
STATUS: Non-Exempt, Full-Time
Reports to Documentation Supervisor
GENERAL SUMMARY: Under the direct supervision of the Documentation Supervisor, the Eligibility Specialist will monitor and support the eligibility and need of families and children served under MAOF’s state funded programs: California Department of Education (CDE) and the California Department of Social Services (CDSS).
The Eligibility Specialist will provide support and assistance to the Head Start/ Early Head Start
Family Service Associate (FSA) to ensure that the eligibility and need of families served is being followed as required by our state funded programs. The Eligibility Specialist will adhere to state funding terms and conditions and MAOF’s policies and procedures. Will work as part of the integrated team for the program and will interact as a representative of MAOF.

GENERAL RESPONSIBILITIES AND SPECIFIC DUTIES
  • Become thoroughly knowledgeable with Title 5 and Funding Terms and Conditions regarding Eligibility and Need Regulations.
  • Builds positive collaboratively relationships with Head Start Partnership.
  • Monitors and reviews all Eligibility and Need documentation to ensure all required information is complete, accurate and with the necessary supporting documents required for state eligibility and enrollment.
  • Travels to Partnership centers, social sites, community agencies, conferences, trainings.
  • Works in Collaboration with our internal Quality Assurance Department to ensure we are following CDE and CDSS requirements.
  • Participates, helps, and supports in the enrollment and recertification function of eligible children regardless of race, sex, creed, color, national origin, or children with disabilities.
  • Maintains an accurate centralized record-keeping system which ensures confidentiality of individual family and child records.
  • Prepares and submits to Administration monthly Attendance Nutrition and Roster Reports.
  • Prepares and submits to Administration monthly 9400 Reports.
  • Audits family files to ensure efficacy. Submits a written report to Documentation Supervisor documenting the files audited, deficiencies and actions taken.
  • Works in Collaboration with the HS/EHS Partnership to ensure enrollment process, policies and guidelines are met for all programs.
  • Monitors children’s frequent absences and provides assistance when needed.
  • Assists with routine aspects of parent involvement documents, disabilities records and family service records.
  • Supports in the referral of children and/or their families to appropriate Program Coordinator and/or services; (i.e., mental health, disabilities, nutrition, health) and does follow ups.
  • Supports and helps with the recruitment, enrollment, and orientation process.
  • Enters data into the program database system.
  • Attends in-service trainings, staff meetings, center meeting, and parent meetings.
  • Attends local and community events, fairs, and other events as needed to meet the needs of the community.
  • Performs other duties as assigned.

KNOWLEDGE AND SKILLS REQUIRED
A. Education
BA degree in social work or related field.
B. Experience
Minimum two (2) years work experience working with low-income groups is required; experience in a preschool environment is preferred. Any combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying.

HEALTH REQUIREMENTS
Must meet State health requirements: Must submit a physical examination clearance at the time of employment. Must also submit verification of T.B. clearance (PPD/Mantoux) at time of employment (issues within sixty days prior to employment), to be renewed every four years.
SPECIAL REQUIREMENTS
Must possess a valid California driver’s license, have use of a motor vehicle, and provide evidence of auto liability insurance as required by law. Good driving record.
Must possess fingerprints clearance by the Department of Justice (DOJ)/Federal Bureau of Investigation (FBI), Live Scan Agency or State Licensing Agency. Fingerprint clearance must be obtained for continued employment with MAOF. A clearance number revoked by DOJ/FBI or State Licensing Agency will result in immediate termination of employment.

Makes reports of suspected child abuse or neglect, as required by California law.

WORK ENVIRONMENT:
The work environment characteristics are representative of those an employee encounters while performing the essential functions of this job. Eligibility Specialist will be assigned to work at the MAOF Head Start facility located at 2650 Zoe Ave., Huntington Park, California 90255, and is expected to work Monday through Friday, 8:00 AM – 5:00 PM. Evenings and weekends may be required to attend community events and fairs to meet the needs of the community.
